Kevyn Orr

Emergency Manager, City of Detroit

Kevyn OrrKevyn Orr was appointed as Detroit’s emergency manager in March 2013, tasked with overseeing Detroit’s financial operations and given the ability to make recommendations to Governor Rick Snyder and the state treasurer. Based on Orr’s recommendation, the city filed for Chapter 9 bankruptcy in July 2013, the largest American city to do so.

A partner at the Jones Day law firm in Florida since 2001, Orr has specialized in business restructuring, financial institution regulation and commercial litigation for almost 30 years. He has played a leading role in many of the nation’s highest profile business restructurings, including serving as counsel to Chrysler in its historic bankruptcy in 2009. Orr has testified before the U.S. Congress on bankruptcy and financial institution regulation and is a frequent lecturer on these subjects at professional conferences and law schools.

Orr has a bachelor’s degree in political science and a law degree from the University of Michigan.
