George Hawkins

George Hawkins is the CEO and general manager of the District of Columbia Water and Sewer Authority (DC Water). In this role, he is overseeing an ambitious agenda that complements a 10-year program to improve aging infrastructure and comply with stringent regulatory requirements.

Prior to joining DC Water, Hawkins served as director of the District Department of the Environment and was responsible for overseeing the department’s work in providing energy assistance to District residents, monitoring and enforcing air and water quality standards, regulating toxic substances, preserving the District’s natural habitat for fish and wildlife, and implementing storm-water management regulations. Hawkins also led efforts to reduce childhood exposure to lead hazards, negotiated the nation’s most stringent federal permit to reduce pollutants from storm-water runoff and managed the nation’s most successful low-income energy assistance program.

He previously served as executive director of New Jersey Future, a nonprofit organization which, under his leadership, came to be recognized as the state’s foremost advocacy group promoting smart growth.
