He is responsible for managing and monitoring the process and execution of new compliance requirements as well as tactical and strategic reform imperatives. Roy’s role is to ready BCBSM for health reform by defining effective future states of the company and organizing resources to make those future states happen, in addition to engaging stakeholders with information and insights on reform implications.

Previously, Roy was the director of the Office of National Health Reform. He joined BCBSM in 2000 and has served in actuarial leadership positions, supporting individual business, Medicare and corporate financial planning.
