David Sampson

President and CEO, Property Casualty Insurers Association of America

David Sampson is president and CEO of the Property Casualty Insurers Association of America (PCI), representing 1,000 companies that write 35 percent of the nation’s home, automotive and business insurance market. Since joining PCI, Sampson has established the organization as a recognized thought leader and highly respected advocacy voice for the property casualty industry.

Under Sampson’s leadership, PCI worked with Congress to ensure that the Dodd-Frank Act recognized the strong consumer protections already provided by state insurance regulators and the guaranty fund system — resulting in the lightest touch on the property casualty insurance industry.

Prior to PCI, Sampson served in the President George W. Bush administration. From 2005 to 2007, he served as the deputy secretary of the U.S. Department of Commerce. Sampson traveled worldwide to promote opportunities for U.S. companies and encourage the development of market economies and increased trade. Sampson also served as Assistant Secretary of Commerce for Economic Development from 2001 to 2005. He also previously served in Gov. George W. Bush’s administration as chair of the Texas Council on Workforce and Economic Competitiveness and vice chair of the Texas Strategic Economic Development Planning Commission.
