Chamber Continues to Push for Changes to ESTA

On Feb. 11, Brian Shoaf, the Detroit Regional Chamber’s Vice President of Public Policy and Business Advocacy, testified before the Senate Regulatory Affairs Committee in opposition of SB 15, which amends the Earned Sick Time Act (ESTA). Shoaf, alongside other statewide business organizations, urged the Committee to consider five critical changes to SB 15 or pass HB 4002 as is. 

The Chamber urges legislators to make the following necessary changes to SB 15 to mitigate the challenges that businesses are encountering as they attempt to comply with ESTA:

  1. Exempt small businesses and certain classifications of workers.
  2. Allow the frontloading of time off, easing tracking and carry-over requirements.
  3. Allow existing PTO to count as sick time and get rid of the “two banks” system.
  4. Eliminate a one-size-fits-all approach to advanced notices and increments of how time can be used.
  5. Leave enforcement and penalties to the state while eliminating carveouts that will result in frivolous lawsuits.
